Hard reset it. Hold the power and home button for 10 seconds, then let go of the power button and keep holding the home button till screen starts up.

You should probably just dunk it in some water and wash it off. Make sure to put it right into a bag full of rice; you wouldn’t want to ruin your phone or anything.
